The main targets of this new “filter” are sites that offer content of poor quality. The goal is simple to understand: that users continue to use Google, should it offers relevant results.
Also according to Matt Cutts, it seems that Google is working on a tool to detect strong content and treat them like spam pages. These pages are optimized for SEO but contain an automated content (spinne understand?) Therefore irrelevant to users.
